Encontró la Corte que en este caso sólo se presentó un conflicto aparente en la medida en que la primera autoridad se abstuvo de conocer la acción de tutela, aplicando las reglas de reparto de acciones de tutela masivas previstas en el Decreto 1834 de 2015.
